This sounds best. Until there is a solid formula for the time it takes to learn spells.
The way we used to do it was to get the basics of the spell it takes 2 hours per level of the spell. The mage then had to practice to perfect the spell. We used the rules that were printed on the GM shields for Rifts. To learn the sell without the practice took double the normal time and required the teacher for the full time as well, but the mage walked away knowing the spell.
