Actually, I wouldn't be surprised if there are several such operations going on at any time....Open up a few Rifts under all the garbage, and let gravity push the stuff onto a fast-run conveyor and sorting grid...anything that puts up a fight, or looks dangerous, joins the scrap going into the super-furnace...

After all, if the major metropolitan regions of Eart support a tertiary economy of scavangers around their dumps, there might be entire civilizations or pocket-dimensional kingdoms that actually scrouge and raid other dimensions for their garbage...such kingdoms would LOVE to be become somebody else's dump zone...

Of course, pocket dimensions that were naturally poor in metal, nitrates, or organics, might be radically changed by a sudden influx of such materials from a place like the Junk Pit..."He who controls the garbage, controls the world!"

But to be commercially viable you need a LOT of garbage over a protracted period of time, giving off usable gases, for methane-farming to be more profitable than what you'd make off the metal scrape the 'raid-miners' pulled out..

That's why we really need to convert our pig and chicken farms into methane-farms...the stock and poultry industries aren't going out of business any time soon...
Of course, in Rifts Earth, methane farming is pretty much standard practice for anyone with the necessary tech for industrial farming...not simply because it's ecofriendly 'greentach' but because of the waste-not, want-not self-dependence forced by the hostile environment....
