5D6 averages closer to 18, and 15D6 averages to 53.
I don't however, have an answer to your question directly, I think the intended rule is XD6, where X is Feet / 10 (Meaning 2D6 for a 20 Foot Drop). That said, I think the additive method in your second example is much more realistic. Even then, some beefy races can do that, more so with the pretty softballed roll with impact required, since it doesn't scale with the height. Even at 15D6, taking 50~ Damage, a roll with impact cuts it to 25, most wolfen survive that with some left as I recall.
