The speed of psionics is one of the facts cited by people who argue that the Mind Mage is overpowered. What they usually are forgetting is that a Mind Mage that uses his most powerful abilities at the speed of his attacks will probably be out of I.S.P. within one or two melee rounds, and I.S.P. can't just be sucked out of the environment like P.P.E. can.
