Palladium books has a few page section on this in Rifts book of Magic. Pages 276-279 Like containment body armor, or cybernetic anti-magic measures.

Drugs and lots of them good ones. Keep them sedated!!

Hang them from chains with manicles.(However, they might be able to touch some tatoos on the wrists) ....Thumb screws etc. For Tattoo magic under 7th level.

Cut their limbs off!!

For spluggies use magically parasites to drain them of PPE.

Encasing them in metal or other man made alloys, will cause magical penalities.

Death is the best way though. Why keep them alive? "The only good D-bee is a dead D-bee."

CS doesn't exactly have a way to guarantee stopping tat magics though there are some few psi powers that would work at least temporarily. Biomanip is the most obvious choice with possession a close second.
