Yes, as already stated, they do. and if they have a high IQ, even higher. A first level techno wizard with an IQ of 30 (theoretically possible) could start with 96%.

Second, can a Techno-Wizard put special magic features that he doesn't actually know on his starting vehicle/body armor? IE, a gift from his teacher, or is it more like something he enchanted in the past?


Yes. Nowhere does it state that a character has to make all of their starting equipment themselves.

Otherwise, where would the other 8,000 OCC's in palladium get their gear from? I'd love to see that juicer actually make his own JA-12...

Creator of the Chi grenade. Used in game by Kevarin [GM] and self as Mai - Civilian Martial artist that got amped via experiment. Ghost weapons and shirts rule.

Nano Missiles - used once and GM banned further use. They weren't THAT bad. and did stop a demon scout ship from returning with valuable info.
