I think (but I'm not sure) that he was mentioned in CB2 - Pantheons, in the section about the Babylonian gods were it deals with the potential Gilgigamesh (sp?) clone. But its been an extremely long time that I've done an indepth reading of the book in question.

He is mentioned in the Anti-Monster OCC fluff (South America 1) as a possible origin for the Anti-Monster Borgs...

Dr. Articulus, IIRC, was a mad scientist NPC in Kevins origional Defilers campaign.
But I don't remember the source, so I could be wrong.

Since he's not my character, I have asked permission to use him. I'm still waiting for an answer though.
IF I were to get permission, then I would put forth that the good Doctor is the mad genius behind the creation of the Iron Juggernaughts... and is now a criminal wanted by the UWW for selling military secrets to Tolkeen.

Not a bad idea!
Although so far he's been more interested in bio-wizardry-esque experiments.... but that could work.

My thinking is that the Iron Jugernoughts are an expansion of his work on Lord Frommalane... transforming people into regenerating machines of supernatural living metal. He starts his career in the UWW, spends time on Palladium, works on the future Mayor, then returns to the United Worlds to begin the Iron monstrosities. Later, he travels to Rifts Earth (Tolkeen in particular), and sells them the technology... also using the war to create more varriants.
If for some reason I can't use his name, then I will just come up with something else on my own, but I did think it would be a nice, unobtrusive tie-in.

You could always have an
unnamed character who starts off in UWW, spends some time on Palladium, then makes the Iron monstrosities, etc.
That way, the GMs can decide for themselves who they want to be in that role, or later books could elaborate.

Except that I want to include a "Most Wanted" list in the UWW manuscript... magical criminals for intrepid Player Characters to track down and defeat.
