I don't have my copy handy me but IIRC the TAG is built on the following OCCs:
Military Specialist
Ranger
Commando
Special Forces
In the case of Commando and Special Forces you make sure you have the pre-requisite skills and replace the MOS in favour of the TAG skills.
In the case of the Ranger and Military Specialist you you make sure you have the pre-requisite skills and reduce the number of "other" skills accordingly.

Can't get a better answer than from the author himself.
But just to provide a example, let's say you have a Commando OCC. He already gets Basic Math, Land Navigation and Intelligence. He then selects Literacy, Prowl and Sniper with his Related skill selections. The 'fourth skill' slot is basically learning to shoot.
