resubmitting articles

a question i've kinda wondered about.

lets say you submit an article, and it does not get published. if you were to resubmit an improved version, would the new version be considered as a new submission?

i ask because i wrote an article awhile back, and looking at it now, i see some things i could have done better, and i've been toying with the idea of rewriting parts of it to be better and resubmitting it.

the last E-mails i've sent Wayne never got answered. and those were just "did the article arrive" confirmation ones for a more recent article.

i'm beginning to wonder if he's trying to respond using my old E-mail, which has been dead for almost 2 years now.

Just re-submit it as if it were a new submission, with all your up to date info.

Wayne is a busy guy and doesn't really get back to emails all the time. I would resubmit witha cover letter telling him that it is a resubmission AND telling what changes you have made (i.e. why its better)

Yes. I cite my Corporate Solutions article from issue #27 was an expanded resubmit that made the cut the second time around.
