I can see why you posted it here, because of the horror aspect of the background.
But have you thought about using Heroes Unlimited?
Write some guidelines for the skills, technology level, and weapons available.
Create a few personalities, creatures, gadgets, typical "Puffer Bellies", and organizations.
Bada-bing, instant Rifter article about an alternate timeline for Heroes Unlimited.

Okay, I see what your saying.
I was just suggesting HU because you can do so much in a superhero type background, and with the rules themselves.
But you are suggesting something more like Rifts. Like what would be considered a dimension book, or an alternate Earth?

What is a telephone skill?
Morse code is probably Radio: Basic stuff. It could also be a part of some kind of Signals skill, which would include semaphore.
The second group could fall under the realm of the Paranormal Studies group as specialisations of skills already there.
I think phrenology is a type of divination, too.

Phrenology is reading bumps on your head.
I like the visual image of steam powered mechs...and I like the idea of them possibly going up against undead-mechs. What I am wondering though is how you are going to mix the mecha idea in with the whole ghosts etc idea. It would be like playing BTS but then throwing in Glitter Boys. The styles don't mesh. At least, those are my first thoughts.

What about skills dealing with steam powered technology?
Thermo-Hydrodynamics
Mechanic : Steam engine
Mechanic : Clockwork
If you have some sort of fantastic power source, you may need skills for that. Like some exotic element or devices that tap into the 'luminous ether'. The question is, would it be science, magic, or both?
What about lighter-than-air craft?
Mechanic : Dirigible
Pilot : Dirigible
Are you altering rules that cover cybernetics?
How about some Dr.Frankenstein type of transplants or implants?
I'm talking mad scientist stuff.
Lost an arm? Your character awakens from surgery with a new ogre arm!
Almost drowned, huh? The good doctor has taken the liberty of implanting gills in your neck so it won't happen again. Of course, you have to keep them wet or sealed somehow if your not submerged in water.

How about vehicles, trains, tanks, dirigibles, whatever, that have to stay on a ley-line like a track?
I think there are TW devices like that in Rifts.
That would make the control of a ley line important for commerce, travel, and defense, just like a river or lake in the real world.
