It's actually poor layout for a description: Specifically targets the arms and legs...but oh yeah, totally hoses you if you cast spells too. The page break doesn't help either.

Looks like the Munchkin Fairy lost a few points on that one.
According to my unified metaphysics, you can affect people inside normal armor, but not power armor (too large and well-shielded for the aura to come through).
