I agree that the Super-Spy Mage wouldn't get the Ley Line Walker's ability to draw extra P.P.E., as that comes from being fully trained.
On the other hand, the class may deserve a boost to its base P.P.E., as RUE increased these across the board.

The magic man super spy is not a LLW so does not enjoy any other abilities of the class. To say they can only sense/read LeyLines is to say that they can do what almost other mage class can do.
Also sence the Super spy is a minor Wizard, you have to go to the Wizard class (PF2 main book) and figure out what changes would make a normal wizard presented in the class into a minior wizard.
I for one would keep the magic man super-spy with out any changes, even in a RUE enviroment. Why? Becasue he is a Minor wizard, and his main focus in not on the magic, its the spying.
No extra PPE.
No extra spells.
No extra powers.
The only thing I give them, when converting to a RUE enviroment, would be a perception bonuse. Which would be much in line with a headhunter's perception bonuse.
