I also houserule that places with a much stronger magical presence, such as the Federation of Magic, Kingsdale, Tolkeen (pre-SoT), and Merctown, have higher-capacity PPE talismens avaible at much higher cost.
So if you wanted a 100 PPE talismen, it's avaible, but will run you 100,000.
Not in the books, my own rule.

Personally it come down to how much money you give the characters vs how much you take away in combat.
Personally my characters are petty much able to make allot of profit. Since they don't have to get elips mystic knight and alot of times they have reg or access to mend the broken which is broken with the new ley-line rules.
So I would say make it something like 3-5 good fights profit.
THough 40,000 would be the best place to start since 40,000 for the P.P.E. clips which are just a moderify talisman spell.

Though to allow him to be able to recharge it you could just have a wizard create scroll of talisman spell. Then he would be the creater. THough I can't remember if the talisman spell is a ritual if is then you can't do this.
Though also one of the RIFTER have P.P.E. jewlery that does what you are looking for, but if I remember they where cheap like 500 credits per point for rings.
