Rifts Ultimate Edition Errata clearly states under the exapned and clarified borg section that Borgs do not have HP and attacks that affect HP or bypass armor have no effect on them, they are considered MDC beings now.

Full conversion Borgs are MDC creatures.

Hate to say it but almost all the phase weapons do SDC to SDC creatures and MDC to MDC creatures so a shot to the doom could be a kill or at ldamage the brain or head which I would treat as surviving massive trauma page 359 RUE.
This is why Borgs are considered MDC creatures.
We have had a number of threads in the past that discuss this, which you can go back and read, but the end result was this:

An Alloy of unknown origin and composition present in all Palladium Megaverse Cyborgs. Theories abound as to exactly how the Armour functions, but the current leading Theory, as set forth by Rogue Scholar Kevin Siembieda, is that the Armour, in concert with a Cyborg Chassis, temporarily transforms the Cyborg's Organic Internal Hit Point Values into M.D.C. However the Armour's inner workings perform, one thing is clear:
Impervium renders the Cyborg's Organic, S.D.C. Components COMPLETELY immune to any and all Damaging Effects that normally bypass other forms of armour, at least until the 'Borg's Main Body MDC is entirely depleted.
To date, no known Psionic, Technological, or Magical means can bypass this Barrier.

Even the apparently invulnerable 'Borg has to have some weakness, and for me that is magic. If they're unable to combat this ability of magic-users then what use are they? How else does one kill a 'Borg?
Actually, borgs were written to be anti-magic. It kills magic abilities and gives a natural save. How are they weak in your world?

Death Bolt does it's MD damage to the armor normally but doesn't do any HP damage unless the borg is a partial conversion. Thats how I go about it anyways, hope that helps...
Borgs are EXTERNAL MDC creatures. Personally I allow powerful magic-users to OBLITERATE said borgs as it gives the made-men a HUGE disadvantage against magic-users.
