Yes, and no. Yes, they could but if they don't put extra isp/p.p.e in they will dispel just like anyother spell. Plus I would say NO since it goes against their believe system.

Would they? no
It should be notes that a psi-nullifier only nullify attack magic/psionics (it's stated several times in the power). Putting ISP/PPE into a TW item, carrying a TW item or casting a non-attack spell does not trigger their power.

That doesn't work however. A Psi-Nullifer could put PPE/ISP into a weapon without problem, but could never get one to work. See, the TW weapon is what's casting the spell/attack, NOT the Psi-Nullifer. He can't make the TW weapon choice to spend more PPE/ISP on the spell so he involuntarily nullifys it every time.
Super telekenesis might work however and having no ISP left would also work.
