Astral Plane: the same in all dimensions?

In Thundercloud Galaxy, there is a race of people who spend most of their lives in a trace-like state, visiting the Astral Plane. The concept is that, in the real world everyone thinks they are a terribly primitive and useless people, in the Astral Plain they actually have an advanced and thriving domain.

But this got me thinking: is the Astral Plane the same across all dimensions?

If I'm in the Phase World universe, and I go astrally wandering long enough, can I find Psyscape? Or does every game setting have its own Astral Plane, separate from the others but whose properties are the same?

Depends on who you talk to / individual GM's.

Personaly I use the set-up in "Between the Shadows"; all points in the megaverse DO, in fact, connect within the Astral, but there are boundries and gateways bewteen each dimension. Some are easy to find along the 'Dragon Roads', others are concealed and a rare few can only be found if one is willing to risk ...The void
