Point-buy character creation article?

Has there ever been a point-buy character creation article for any of the various games (excepting the somewhat point-buy Bio-E system) that has shown up in the Rifter?

It was discussed here a while back: Point Buy System. Kevin recently said in the Gateway podcast that he doesn't really like the idea, because of how it can sometimes strip the life out of character creation. Personally I think while the idea can be manipulated over-analyzed, I also feel that point-buy character generation can also do a great job at really nailing down the character you want to create. However, the new quick character generation from Robotech also does a great job as well (which was similar to the idea that I was proposing in the above thread, only Kev's version is much quicker and more streamlined than my idea).

I think the real problem with a point buy system for Palladium is that the game is intentionally unbalanced; you'd pretty much have to assign point values to each Race and OCC, and say "Ok, in a 100 point game, you can afford a human line-walker or a grackletooth vagabond.... with a few points left over."

The nature of the system as written means that you'd almost need to create a "make your own Race and OCC" system.

Wayne Breaux was working on a point-based system at one time; I'm not sure whatever became of it. As far as I know, no such thing has ever appeared in the Rifter.
