Well, the Bio-manipulation: Pain power shows the extend of the power; it can hurt you, but not to the point that you described.

On the other hand, a GM might rule that if you have both powers (pain and paralysis) that you might be able to combine them into a Migraine power or something.

Bio-manipulation isn't about causing actual pain in a location in the body, but mentally controlling the victim's sensory receptors in the brain. For blindness, you shut down visual reception, for paralysis you shut down motor control, and for pain, you turn those pain receptors up to 11. The way you describe it is more like a low-level internal telekinesis, but that's not how it's described in-game.

Also, your description of paralysis is the spell version, Paralysis: Lesser. The bio-manipulation ability shuts down use of the arms and legs, and "victims are completely incapacitated for the duration."
- If I never hear real world military buffs complaining about Rifts weapons technology again it'll be too soon
- Rifts isn't Warhammer 40K. Try to remember that.

In my opinion, it would be totally do-able. Bio-manipulation is more like psychically hacking the opponent's nervous responses; I'd be willing to let players get a little creative with it in my games.

By this thinking why not just paralyze the heart. That might be a future power, but bet it would have a high I.S.P. cost

I have villain i haven't had a chance to use yet, but he has bio manipulation pleasure. Same penalties as pain except its from blissful euphoria. Since its a villain it also is carries drug like addiction putting people into his thrall.
