I figure that a Cost of 1) A Super Catagory Power + 2) 10 I.S.P. a Mind Melter should be able to recover most, if not all his I.S.P. in a day, not 30-something hours it takes when you get to level 12 +.

Take the word meditation out of the description. Calling a PSI-Tap or something. (side note: there is already a super meditation power called advanced trace state.) Make sure the words you are using actually mean what you are describing, not lame ducking it, like most news headlines, saying words that sort of convey the idea without really meaning what you mean.

Do not just use stats to describe any new power, Hero, magic spell, NB talent, chi, or otherwise. It shows you have put in some thought and that its not just another munchkin idea.

The concept of being active while meditating is oximoronish.

Make it a Super PSI, that way only Master Psi can get it. (Do not give one master PSI more then others, Because there are other Master PSI like the Mind Mage, Mind Master, NORAD-Psi. In other words DO NOT think everyone Plays Rifts.)

Have a description of flavor text that sort of makes sense. So remember that ISP is the power of the mind and only the mind. So its can not, does not, change PPE into ISP, nor Chi into ISP, therefore it can not tap into Ley-Lines.

Maybe it taps into the lobotomized mind of a AI/demon/god to tap the extra power. (if you know where I borrowed that little bit of idea, 1000 geek points)

a Mystic Tap would work better as a NS Talent then a PSI power, but then I would base that Talent off the chi power 'Dragon chi', then just a base power jump.
