Probably because the sections that cover it are in the Mysteries of magic book (yet to be published).
BTS2 changes the basic rules governing PSI, so you can't use any other book to to fill in the missing info, because it is not there.
It's sort of like using HU1 magic rules to fill out any missing info from HU2. It goes from spells per day in HU1 to PPE based in HU2. But not so extreme.
I for one don't like the changes made to the PSI rules so far in BTS2, so the replacing the BTS2 PSI rules totally, with the older rules would not be disagreeable to me.
