Greetings and Salutations. Palladium Fantasy, Second Edition, page 291 (the Elf race write-up, stats for their P.P.E. in particular), "1D6x10 for elven children till about the age 16." I actually mentioned that with the Human teen P.P.E. to create a theory (totally wild, unsubstantiated, non-canon theory) that most races have a very similar base line when they're younger (humans having a range between 9-66, without physical skills, to elves with a range of 10-60, not exact, but close within their ranges), but some races burn off more P.P.E. developing their skills and such than others. So, in other words, if you think of skills as a price you have to pay in P.P.E., elves pay a cheaper price for those same skills due to their more magical nature. Again, nothing but a theory mentioned, but thought to mention it again here for fun. The real point was to show the only other book reference I know for childhood P.P.E.
Hmm ... and I think the reason they made it for teens is that this is supposed to be kind of their peak of life. This is when their body is growing, body changing, etc. I'm guessing they felt this whole change would cause a temporary spike in P.P.E. or something. Kind of a candle burns brightest right before it goes out type of thing. Not sure, just guessing (again). At no point am I saying this is the official answer, I'm just throwing out ideas.
