Not quite.

Now, if you had a wizard's tongue with Create scroll, you could create scrolls of every spell the wizard knows. However, the summoner would not be able to learn the spells because he does not have the ability to cast spell magics... while he was learning how to manipulate material components and carefully lay out components and the secret names of demons, his wizard buddy was learning how to create a spell in his mind before filling it with PPE.

Furthermore, the knowledge is not available until you burn another tongue. If the summoner doesn't leave the circle, it lasts. If he leaves, it's 10 minutes/level. However, if you leave the circle and return after the abilities have expired, then the circle is "active" in that it can be used again without reconstructing it... you have to burn another tongue and spend the 50 PPE.

I did miss that. However, I don't believe that TWs have the ability to convert scrolls.

TW's have always been able to cast a spell normally like a wizard. Its just has Half strength (ie have caster level etc) if its not cast through a Machine.

They have an incomplete understanding of spell magic as compared to traditional spell-casters. By the rules of the RUE, they probably can convert scrolls, though I'm not sure if I would allow it.
