Continuing of spells and psionic powers

Hello,

probably this question was already asked.

Can you continue a spell or psi power by just pumping the appropriate amount of PPE or ISP into it or have you to start every time again.
I think especially at low levels a lot of spells and psi powers have a very short duration, making them sometimes nearly useless.

Spells you usually have to recast, psionics usually not.
