Psyscape and Dweomer are both in Ohio, so I'd recommend Psyscape and The Federation of Magic.

The area you are talking about is one of the best regions in North America. Why? Because there is little, to nothing there. There are a couple of Indian Perserve's,check WB 15 Spirit West for those, and the Shemarrian Nation, but you don't have it. But, for the most part it's all up to you whats there.
I would keep the Perserve's because they are really out side of the area you want,and they make for great story lines. Madhaven is there,but it is a small self contained area. Virgina is an open area it has almost nothing written about it and isn't claimed by anybody.
Take the lack of canon imformation as a blessing, and create your own game world there.
It's a great plase to introduce ARCHIE, Native American, Shemarrians, Horune, or the Republicans.

AFAIK, Worldbooks/Sourcebooks that cover (in more or less detail) that area are:
- Federation of Magic.
- Psyscape.
- Shemarrian nation.
- Sourcebook 1.
- Spirit West.
- Coalition Navy.
- Madhaven (see Bloom Mystic Knight episode).
