Pilot's Survival Pack DB 13
There is either an oversight in Dimension Book 13, pg. 102 or a great deal! The pilot's survival pack comes with a PSE-7000 with the bio-unit upgrade and costs 15,000 credits. In Dimension Book 7, pg. 105, the base price of the PSE-7000 is 1,500,000 credits. The bio-unit upgrade is an additional 120,000 credits.

Maybe the pilot kit is military contract goods, and the government got a GREAT bulk discount on the equipment?
Exploit that loophole. Buy up military surplus survival kits. Re-sell the PSE-7000 at open market prices.
Quick, before the admins close the loophole and mark up the price!

That's what I was thinking. Unfortunately there's no one that runs Rifts over here where I can exploit this

Honestly I suspect the PSE was supposed to be 15,000 originally, and got edited with a few extra zeros for some reason

You REALLY don't vital life-saving equipment priced so high nobody who REALLY needs it isn't going to afford it..unless you're a totally amoral profit-gouging corporate louse with access to your own medical clinic and locked-in medical service.

An arms company with an enlightened sense of math would want it possible for soldiers to be treated and RETURNED to combat as well as given the means to knock the enemy down as quickly and efficiently as possible. Living soldiers are potential repeat customers. Arming newbies with weapons that get destroyed along with them, forcing replacement, may sound like the sounder strategy, but only if your customer has limitless population base from which to feed a constant stream of cannonfodder to the front lines. Also, providing package deals of weapons and logistics furthers the illusion that Naruni has the customers' best interests in mind, and that buying 'x' amount of weaponry plus 'y' amount of accompanying medical gear gives a false impression of what the casualty figures for a given action/campaign/war really are going to be.
