Help finding Coalition NPCs in my books "Lybock?"
Hi there, I have pretty much everything Rifts and was trying to find which book had stats for NPCs; specifically it was a Coalition General or Colonel I think in charge of Intelligence or something, I seem to recall him heading up policing of the Burbs or Chi Town. Name may have been "Lybock" he has a retinue including a Dog Bog (one of the Killer types) - can anyone recall these guys they'd make great foils for Burbs Chi-town adventure!

I think he's in the Lone Star book.

It's 'canon', not 'cannon'. A cannon is a big gun like on pirate ships, canon is what you mean when referring to something as being contained within one of the books such as how many dice to roll for a stat.

Had a quick flick through couldn't find him there, I think it was "Colonel Thaddeus Lyboc" though I may be very confused he had like 3 or 4 sub Lieutenants, in think including a Kill Hound. I seem to recall he may have been involved with the black market and generally a bit dodgy!

he was a coalition intelligence agent, headed up a sort of 'dirty tricks' unit that employed a lot of shady people and used a lot of underhanded methods (even for the CS), and who ran a criminal enterprise on the side.
he was also the guy who got the first skelebot's developed, using his criminal resources to speed the project along.
he was basically set up to the a mastermind character GM's could use to build larger campaigns around, since he had connections with the blackmarket, as well as connections and/or blackmail material on much of the CS high command (and rank and authority to directly order a lot of the lower ranks around)
he played a big role in the rifts novels as one of the main antagonists, though he never confronted the main characters directly, and instead was the puppet master who was pulling the strings on most of the other antagonists, creating much of the plot of the first two novels.
sadly he was dropped from the revised sourcebook 1 (along with the NPC stats for the Prosek's and General Cabot), probabl to fit in the extra new equipment and the info on the Republicans.

The drop from revised is probably because KarlP/JosephP/GenCabot/RossUnderhill all appear in Coalition War Campaign 214-219
If Lyboc wasn't reprinted in a later book that is a big shame to drop him from the revised edition... I guess he and his crony Kyle Wilport (page 24-25, I'm seeing Lyboc only on 24 glitterboy2098 but maybe we have different printings?) the Old Ones have something in common.
For people who want more info on Lyboc, he's mentioned on pages 41 and 45 of Juicer Uprising for the Coalition Juicer OCC and Psycho-Stalker OCC, he's behind the mass production of both of them.

Just happened to be perusing the forums and the Juicer uprising book when I saw Lyboc's name and got interested.
I don't know the rest of his machinations, but in Juicer Uprising his specialty seems to be starting grand, evil, doomed-to-fail plans and just barely surviving with a "curses, foiled again!" end. Also hypocrisy, with the whole, "CS hates everything I end up jumping hip-deep into," thing.
