Searched the forums for this, but cannot find this topic discussed.
The Tarlok Race's Martial Art as presented in Skraypers, seems to give all the stats, as if the NPC or character is level 15, no progression.
For example:
Critical strike on a Nat 17-20
Even crazier:
Deathblow on a Nat 17-20....
Never, in any Palladium book, besides maybe an Ancient MA from HU, have I ever read of a Level 1 character being that deadly, so I'm guessing that there was supposed to be a progression, but it was never printed.
Any ideas?

Horrifyingly... that IS the level one.
The book was not designed to be remotely balanced at all, and the Tarlok were supposed to be these nigh invincible combat monsters that only the PCs (and a rare few others... but mainly PCs) could hope to stand up to. And since they were designed to one and all be NPCs it didn't matter how outlandish they were.
If you want to tone it down you can break it up and make those come during level progression.
The rules are not a bludgeon with which to hammer a character into a game. They are a guide to how a group of friends can get together to weave a collective story that entertains everyone involved. We forget that at our peril.

Wow that's crazy!
No wonder the Splugs want em to pal around in arenas etc lol
Only solution that I can think of is to find a Martial Art, maybe in N&S, that most closely resembles that at Lvl 15, then just use it for progression.

Well I guess I now know what I'm going to try to pass off as my new character to my GM next time I need to make one.
