I should of got the book a long time ago, being a fan of palladium for so long, but I want the dirt on this game before I get it at X-mas.

Any Super powers?
Power Vehicles?
Mutigenic Spores?
Ray guns?

I'm guessing you're being sarcastic, but just in case...

There's no such thing as Recon 2. Deluxe Revised Recon doesn't use the Megaversal system, and doesn't have any supernatural/superpowered elements to it.

Recon Modern Combat is not finished, and is not likely to be out any time soon.
