Okay, the first question would be where to put it. Do we want a ghost town which is so generic that it could be found on any of the six continents, specific to a vague geographic regions (like desert or plains), or in a very particular location?

I think that the location will depend from why the town ever existed (mining, oasis, popular among tourists for some reason, etc). This will change the composition of what was there. Also maybe we can make some boilerplates depending upon the location. Or maybe generate the rules/guidelines of thumb for creating some ghosttown.
Personally I like the American western mining ghosttowns because they brought to them so many types of people - gunfighters, prostitutes, immigrants, rich, poor, etc.

I think an actual playable ghost town is the route to take. Creative game masters can alter it as necessary. Or like she suggested, you could make a few templates to start with.

At the start I was thinking it should be somewhere in New Mexico. Then I thought maybe somewhere in Utah, South Dakota, or Montana with the weather - such as a blizzard - being some spooky factor in the story. I know that some paranormal events some strange or harsh weather is required. Simply brainstorming for now....
