Both!

When I have a hard time trying to think of which option to take often I just use both.

Perhaps they normally are shy inoffensive forest dwelling nocturnal D-bees, but perhaps through some event a number of them have been turned into terrible demon moths. A curse? A mutation? Perhaps something reminiscent of a werewolf where they change forms. This would be great for messing with players. Or perhaps they're always the demon moths but lure unsuspecting travelers in with their hospitality. Are they evil against everyone? or is it perhaps a grudge against humans or a particular race? Maybe the evil versions are actually A.R.C.H.I.E. bots. Perhaps they transform under certain conditions. When angry? When hungry? Maybe they're just two different tribes. There's so many ideas that could branch from this, why settle for just one?

The thing I've found when coming up with ideas is if you've got two ideas, sometimes it's best to run with both of them because it just gives you so many more options, and more options means more questions and more questions means more lifelike creations.

We have enough harmless D-Bees. Too many Ewoks in Rifts now after the D-Bee book.

emon...even if a pre-Rifts hoax, the collective consciousness impression on the region HAS summoned up demonic analogues to haunt the area.

How about make them a magical d-bee that's neither peaceful nor demonic, just another creature that can be good or evil depending on the individual. Perhaps the Spulgorth have experimented on a bunch of them with bio-wizardry making them into hideous beasts.
The word "THAN" is important. Something is "better than" something else, not "better then", it's "rather than" not "rather then".

I have used them in the past but they where more than Demons less than gods. Mine were true D-Bees, beings always in a state of dimensional flux shifting in and out of our precived reality. They where psychic being drawn to massive emotional and psi surges (they feed on the released ppe). Thus they could be used to predicit big events (not just disasters). Coming to the attention of one or more of these being could be very uncomfortable. Because they communicate psychically (telepathy and empathy). And interpreting information from a being that perceives the universe the way the mothmen do could be disorienting to say the lest.

I choose the first one because the mothman was not a monster seeking the destruction of others ..

Mothman (according to legend) actually tried to attempt .. to get humans to help themselves .. by its actions ..

Least this is how I personally view it ..
