It would by title be for use against animals of a non-magical/fantastic nature. Fantastic or magic animals may wave the -4 depending on the GM. and yes 12 would be a reasonable save for the given animal with the -4 already added.
Nature has a way of taking care of itself.

Hmm... Thank you for your reply, Rimmerdal, but I have the feeling I'm missing something here.
I am refering to regular animals here. Standard save vs Magic is 12. And as stated, the PFRPG says that animals save at -4, which means they will have to roll a 16 or better to save.
My confusion is that a spell specifically designed for animals actually seems to be 'less' effective agaist them.
Thus the question: do animals save at 12, as stated, or was something missed in the typing, and it's actually 16 or better to save against this spell?
needing a a 12 isn't so bad. and yes as GM you could rule that the -4 is added. Personally a 12 isn't bad since animals can be quite willful. have you ever had a Siamese cat? they practically own you. Does seem in effective.
But animals don't get ME bonuses so twelve is a fair number most of the time.

Given the weird phrasing right there, I'd say that animals don't have the -4 penalty when resisting this spell.
Awkward wording.... The way I'm seeing it is that is that the text says that the saving throw is vs the mage's spell str. w/o the -4 animals normally get.
