TMNT style mutant animals can purchase psychic powers that let them talk to other animals of their species. That might be what you're looking for.
Other than that, search through HU and Powers Unlimited.

I believe that the mutant animal ability allows the character to talk to animals of the same type. So, a mutant wolf could talk to wolves, but not to turtles, badger, or foxes.

There are two minor powers in Powers Unlimited 2, Animal brother and Beastmaster. Animal brother allows you to move freely among any animals, they don't see you as a threat at all. Beastmaster alows you to control animals.
Personally, I think that we have a duty as role-players to try to anchor each other to reality a bit. To keep other gamers from being complete freaks and weirdos, or even psychopaths, if we can. Killer Cyborg

What about a Psi-stalker? plus TMNT mutant animals can look almost human, but still get natural abilities(hearing, smell, claws, and so on) and with their inate psionics they can make up for not having any "mutant powers". [/quote]
