Yeah. A Combat Cyborg starts with 6 Strain just free-floating because he starts with the Upgradable Edge, then he can take Beyond the Limit for 6 more.

I concur with this. I'd also recommend picking up a Classic Rifts corebook and Sourcebook 1 for setting information, though. The Savage Rifts Game Master's Handbook and Savage Foes of North America are also good purchases.

Why not a combination of electromagnetic repulsion, minor amounts of vectored thrust, and the ionocraft effect? I mean, it's not practical with modern technology because of materials limitations and power needs, but both of those are solved problems on Rifts Earth.
