For my canon of Tolkeen, I have them with a few off world allies from the Aliens Unlimited book. They also have off world bases for resorses. It works great and it makes sense.

Sometimes ARCHIE 3 is a secret benafactor or an taganist in my game. But I never mention that is was him, because no PC is supposed to know any about anything about him, so I keep him a personal secret when I use him in any way.

Regeneration can be a problem. DU or U rounds and phase tech are the best way to put a slow it down for a while. A your enemies having these things all the time isn't fair to the PC though. Normal PS limits out at 45, why? I have no idea. Sounds fine for humans,but when you start throwing d-bees, aliens, and ogers in the mix, I think its broken.

MD Tech unfortunatelly dosn't translate to an SDC setting without making drastic changes. Converting MD to a 1:10 ratio insted of 1:100 helps work it out. I've always ruled in my games that the borgs' penanties are for the regular hands. In the case of micro-manipulators I drop the negatives and just give them a +5%, there is no reason to keep the penalties for the big borg hands.

This is a fully leagal character, IMO, but highly unlikely. All these week 30 level Lizsard Mages running around getting punked by a Harvester sounds a bit off.
